Appointment of Mr Partha Sarathi Mishra as a Central Election Observer

For the forthcoming Vidhan Sabha Election 2020, Dr Partha Sarathi Mishra has been appointed as the Central Election Observer for the district Khagaria in the state of Bihar. He will conduct and supervise the electoral process for all the seven blocks Khagaria consists of. The city Khagaria is the district headquarters of Khagaria district. The assembly election was conducted in Khagaria district by deputation MJ Pradeep Chandran, General Observer (Aloli and Khagaria Gadiya VS), Dr. Partha Sarathi Mishra, General Observer (Beldaur and Parbatta VS) which included a review of dummy pool booth for EVM/VVPAT training at the collectorate. A signature campaign was launched too by District Election Officer Alok Ranjan Ghosh, Dr. Partha Sarathi Mishra and MJ Pradip. This was done to make the tasks more comfortable and promote voting in the assigned area. This signature campaign was attended by the present officials. The Anganwadi workers and the school children were present too. This was succeeded by the making of EVM Vajra Gruh in the DCC cell. Deputy Development Commissioner Abhilasha Sharma, Additional Collector Shatrunjay Mishra and other officers were also present.

The concept of deputing senior officers as the Election Commission’s Observers has been an ongoing process which holds back its roots from the 1990s. Over a period of two decades, this process has proven beneficial to many. The inclusion of some most powerful men in the country has made this process successful. Now since some years, the deputation of Election Observers from one State to another State have become an integral part of the election management in the country. This mostly includes officers who are a part of All India Services and Central Services like IRS, CBDT and CBEC, IDES.

This process gives the elections a different level of exposure in managing and promoting its parts.
